Thoma wins in teams that specifically need persistent off-field Pyro application (Burgeon, Burning) or when his on-hit shield refresh synergises better with the active character's kit. As a budget alternative, Thoma is a perfectly solid pick; but if you have Nicole, she upgrades every team she enters.
