Should You Pull?YES

Yes—Cipher is a strong Quantum Nihility debuffer. Ultimate “Yours Truly, Kitty Phantom Thief!” Blast-hits the main target plus adjacent enemies. Best with Acheron / Castorice / Seele. Debuff uptime wants EHR and frequent applications. Skip when Pela/Silver Wolf already cover your shred slots.

Cipher is a 5★ Quantum Nihility Debuffer. Skill “Hey, Jackpot for the Taking” is the primary in-combat spend. Ultimate “Yours Truly, Kitty Phantom Thief!” is the payoff window for damage or team utility. This Phase 1 page covers kit text, gear targets, and pull notes—team comps stay empty until Phase 2.

Strengths

  • “Yours Truly, Kitty Phantom Thief!” dumps a huge single-target Quantum multiplier into one elite—boss and Apocalyptic Shadow checks are where this Ultimate earns its trace levels.
  • “Hey, Jackpot for the Taking” Blast-hits the main target plus adjacent enemies, so adjacent elites still take meaningful chip without waiting for Ultimate.
  • Talent “The Hospitable Dolosian” fires Follow-Up ATKs off ally Basics—damage keeps flowing even when Cipher is not the active turn.
  • Learning when to hold vs spend “Hey, Jackpot for the Taking” is the difference between a clean Cipher cycle and a wasted Skill Point.

Weaknesses

  • Several Cipher effects roll “base chance”—without enough Effect Hit Rate, Exposed/Shock/DEF shred simply misses on tanky bosses and the rotation feels empty.
  • Follow-Ups from “The Hospitable Dolosian” need allies who actually Basic ATK on schedule—freeze/CC on the team stalls Cipher’s off-turn damage.
  • Spamming “Hey, Jackpot for the Taking” every turn without watching Skill Points strands the rest of the team—Cipher is often the SP sink.
  • If “Yours Truly, Kitty Phantom Thief!” is still offline at the end of a MoC cycle, the build is usually Energy/ERR or rotation order—not a missing CRIT roll.

Lies Dance on the Breeze

5★ · Path cone

Increases the wearer's SPD by 0.18%. After the wearer uses an attack, there is a 1.2% base chance to inflict the "Bamboozle" state on every enemy target. While under the "Bamboozle" state, enemy targets have their DEF decreased by 0.16% for 2 turn(s). If the wearer's SPD is higher than or equal to 170, there is a 1.2% base chance to inflict the "Theft" state on every enemy target. While under the "Theft" state, enemy targets have their DEF decreased by 0.08% for 2 turn(s). When "Bamboozle" or "Theft" is repeatedly inflicted, only the most recently inflicted instance takes effect.

Why it works —Signature / best-in-slot when owned—passive lines up with Cipher’s kit triggers.

2
Incessant Rain

5★ · Path cone

Increases the wearer's Effect Hit Rate by 0.24%. When the wearer deals DMG to an enemy that currently has 3 or more debuffs, increases the wearer's CRIT Rate by 0.12%. After the wearer uses their Basic ATK, Skill, or Ultimate, there is a 1% base chance to implant Aether Code on a random hit target that does not yet have it. Targets with Aether Code receive 0.12% increased DMG for 1 turn.

Why it works —Flexible alternative on the same path—equip if you already own it at higher superimposition.

3
Good Night and Sleep Well

4★ · Path cone

For every debuff the target enemy has, the DMG dealt by the wearer increases by 0.12%, stacking up to 3 time(s). This effect also applies to DoT.

Why it works —Best accessible option for most accounts—raise superimposition when copies drop.

4
Boundless Choreo

4★ · Path cone

Increase the wearer's CRIT Rate by 0.08%. The wearer deals 0.24% more CRIT DMG to enemies that are currently Slowed or have reduced DEF.

Why it works —Budget path cone—fine while building the account.

UltimateYours Truly, Kitty Phantom Thief!

Deals Quantum DMG equal to 150% of Cipher's ATK to one designated enemy. Then, deals True DMG equal to 25% of the current tally kept by Talent to the one designated enemy. Moreover, deals Quantum DMG equal to 50% of Cipher's ATK alongside True DMG equal to 75% of the current tally kept by Talent to the one designated enemy and its adjacent targets. And this True DMG is distributed evenly among all targets of this ability.

BlastQuantum
TalentThe Hospitable Dolosian

When there are no enemy targets in the "Patron" state on the battlefield, Cipher immediately causes one enemy target with the highest Max HP on the battlefield to become the "Patron." When using Skill and Ultimate, the primary target becomes the "Patron." The "Patron" state only takes effect on the most recent target. After the "Patron" gets attacked by other ally targets, Cipher immediately launches Follow-Up ATK against the "Patron," dealing Quantum DMG equal to 188% of Cipher's ATK. This effect can trigger up to 1 time(s) per turn, and this trigger count resets at the start of Cipher's turn. Cipher will tally 12% of the non-True DMG dealt by ally targets to the "Patron." Overflow DMG will not be tallied. After using Ultimate, clears this tally.

Single TargetQuantum
TechniquePuss in Boots

Gains "Zagreus's Blessing" that lasts for 15 second(s). During this time, Cipher will be undetectable by enemies and her movement speed increases by 50%. When approaching an enemy in the overworld/Simulated Universe/Divergent Universe, can immediately gain a random Consumable. Consumables can be gained this way for up to 50 time(s) in each Earth day. When entering battle with "Zagreus's Blessing" active, deals Quantum DMG equal to 100% of Cipher's ATK to all enemies. And the tallied amount Cipher gains from this instance of DMG increases by 200%.

Is it worth getting?

Whale ceiling: The DMG dealt by Follow-Up ATK from Cipher's Talent increases by 350%. Only chase if Cipher is your dedicated Nihility main and E0–E2 already feel finished.
